Following is some of Sam’s accomplishments as a member of the Middletown City Council?
1. As a member of the Historic Preservation Commission:
A. Developed the plan to restore Middletown’s Historic (first) Gas Station
B. Obtained a Federal Grant to fund the restoration of Middletown’s first gas station
C. Developed the concept and drafted the plan for Middletown’s Main Street Restoration Program.
2. As a member of the Middletown Commission:
A. Spearheaded the development of Main Street Restoration plan
B. Obtained Federal Grant for Phase I Main Street Plan
C. Worked to begin restoration of Wetherby House and to use it as Middletown’s City Hall
D. Helped obtain Federal Grant for restoration of Wetherby House
E. Spearheaded development of Cross Creek Park
F. Worked for ornamental street and stop signs in Historic District
G. Pressed for installation of speed humps
H. Helped develop more strict sign regulations

3. Having gone back to school and obtaining a Baccalaureate Degree and a Juris Doctor Degree – at the age of 43
