Mayor of Middletown

J. Byron Chapman was born in rural Logan County, Kentucky where his first five years of education was in a one-room schoolhouse. His young years were spent working on the farm with his grandfather.


After graduation from high school, Chapman attended college at Western Kentucky University. In 1965, he wed his high school sweetheart, Freda.


Chapman served in the United States Army where he was stationed at Fort Campbell, Kentucky with the 101st Airborne. He did a tour in Vietnam from 1968 to 1969 with the 20th Engineering Brigade and received several awards and ribbons including two Meritorious Performance Awards.


After returning from service in Vietnam, Chapman moved his family to Middletown where he received an engineering degree from Louisville Technical Institute. After working at several engineering firms and teaching at Louisville Technical Institute, he opened his own business. Today, Chapman Heating & Air Conditioning is one of the leading HVAC firms in Metro Louisville.


Chapman served as a Middletown City Commissioner for 12 years prior to being elected to Mayor in 2001. Under his leadership, Middletown has experienced managed growth with businesses and residential developments. 


This growth has allowed the city to offer the citizens a 24-hour police department keeping crime at a minimum. 


Middletown was also able to restore the Wetherby House – currently City Hall - in Wetherby Park which has expanded with a gazebo, walking path, pavilion and picnic tables at little cost to the city due to Chapman’s ability to seek out federal and state grants.


Chapman’s volunteerism has allowed him to serve on numerous boards and commissions in the area and state where he is an active member with leadership roles with the Floyd’s Fork Land Use Committee, Jefferson County League of Cities, Kentucky League of Cities and the Kentuckiana Regional Planning and Development Agency (KIPDA) Board of Directors.


As an Aircraft Commander in the Coast Guard Auxiliary, Chapman flew missions for the U.S. Coast Guard Homeland Security. He has received several merit awards from both the Coast Guard and Homeland Security for his ongoing service.


Chapman and his wife Freda enjoy spending time with their two children and six grandchildren, especially if it involves fishing and the outdoors where he can relax.




Commissioner Stigers


Mark Stigers was born in Louisville Kentucky. 


His family lived in Pleasure Ridge Park before moving to Middletown in 1970 where he graduated from Eastern High School in 1977. 


His love of the fire service developed from interaction with his new neighbor, friends and the Middletown Fire Department personnel. 


Stigers joined the fire department in 1975.


Stigers went on to attend Louisville Technical Institute earning a diploma in Architectural Design in 1979 and Jefferson Community College earning an Associates of Applied Science in 2006. 


He used his education working for several local architectural and engineering companies specializing in piping design for sanitary plumbing, process piping and fire sprinkler system design.


In 1986 Stigers was hired by Middletown Fire Protection District as a firefighter and fire prevention inspector; eventually Stigers reached the level of Safety Officer and Fire Marshal before retiring in November 2013 as the Assistant Chief. 


While with the fire department, Stigers was proud to work on the E911 system that is known as MetroSafe today. Stigers brings his vast experience in budget development, personnel management, Human Resources and Building Inspection to Middletown.


Stigers has a love of history that lead him to volunteer at the Historic Middletown Museum and serve on the board of the Historic Middletown Inn, Inc.


In addition to serving as a Middletown Commissioner since 2016, Commissioner Stigers heads up the Middletown Historic Preservation Commission and serves as Mayor Pro Tem. 


Stigers brings a great deal of insight and experience to contribute to the position of City Commissioner and welcomes the opportunity to continue serving his community.


Stigers wed his high school sweetheart, Norma. They have two children and two grandchildren. 


His favorite pastime is being Pops and marveling at the growth of his grandchildren.

Commisioner Hayden


Paul Hayden was born in Louisville, Kentucky and raised in Middletown. Paul worked to pay his own tuition to attend Trinity High School, graduating in 1978. He then attended the University of Dayton and graduated with a bachelor’s degree in Electronic Engineering Technology in 1982.


After graduating from college, he was hired by GE Healthcare as an x-ray field engineer. He held various positions within the company and now leads a team that implements healthcare technology globally.


Paul met his wife, Pam Tucker Hayden, who was also born and raised in Middletown, in 1980. Their first date was at the Middletown Pizza Hut, which is now Hometown Pizza. They married in 1984 and attend Middletown United Methodist Church.


Paul is president of the Middletown Inn Historic Preservation Corporation and previously served as treasurer of the Civic Club and Middletown Inn Historic Preservation Corporation. He also enjoys working out at CrossFit Bluegrass.


Paul has a love of Middletown and its rich history and looks forward to serving the community!


Commisioner Wolf


Ron Wolf has been in the political and government affairs arena for over 30 years. 


He has represented the rural electric program, Greater Louisville Association of Realtors, Louisville Mayor Jerry Abramson’s administration and the Associated General Contractors of Kentucky at the Capitol in Frankfort. 


He has worked on issues for both public and private interests. He retired from this role in June of 2020.


He has served on many public and civic boards and commissions such as the Middletown Fire Protection District, the City of Middletown Code Enforcement Board, the Middletown Lions Club and the Middletown Chamber of Commerce board. 


He is a current commissioner for the City of Middletown and has been in this position since June of 2018.  


He lives in the Beckley Woods subdivision in Middletown, is married to his wife Nina, and is the father of three children and grandfather of two. He enjoys working in his yard and playing golf.

Commisioner Oliver


Amy Oliver was born in Princeton, KY where she lived until attending college at the University of Louisville. She graduated from the University of Louisville in 2005 with a Bachelor of Arts in political science, cum laude. Amy participated in the second year of the study abroad program to Panama City, Panama with the Spanish and Latin American Studies departments, helping to earn a minor in both those subjects as well. Amy spent time between graduation and law school working for Insight Communications (now Spectrum) in the Human Resources department.


Amy began her law school career in 2009. During her time in Lexington, she held offices in the University of Kentucky College of Law’s Women’s Caucus, American Constitution Society, was a member of the Trial Advocacy Board and participated in a state-wide trial team competition. In her final year of law school, she was named a Next Generation Leader by the national chapter of the American Constitution Society. Amy received her law degree from the University of Kentucky College of Law in 2012 and was admitted to the practice of law in Kentucky in the same year.


Amy has always been civically minded and has participated in many local organizations where ever she lived by volunteering and participating in various activities, fundraisers, and festivals. Amy took a position with the Louisville Metro Public Defender’s Office in 2012 and served the community by representing indigent defendants, both adults and children, across all courts in Jefferson County District, Circuit, and Family Courts. Amy earned the prestigious Walker Award for a full acquittal in a Circuit level jury trial. In March 2017, Amy left the Public Defender’s office to begin Berkley Oliver PLLC with her law partner, Joshua G. Berkley. Their office is located just down the road in Shelbyville, KY.


Amy met her husband, Christopher Giesin, in 2015. They were in engaged in 2017 and married in a private ceremony the same year. Christopher has lived in Middletown for over eight years and works with the Department of the Treasury. They have two cats, Priscilla and Tanya, brought to their home with Amy. They also have a very adorable and energetic Brittany named Magnolia’s Lucky
